to the desirability of having HongKong, as in the Straits Settlements,

a Permanent Peace Preservation Ordinance
which can be put

The proposed Ordinance.
has been drafted
on the lines of
that which has been
found
to
work

favour of it; and unless I should
in the meantime receive instructions
to the contrary, I shall introduse it
in the autumn in the next session
of the Legislature of HongKong
